Budget 2026

We are delighted to share our Pre Budget Submission with you. The five asks in the submission were agreed following extensive consultation with members at roundtable discussions, one to one meetings and with information from our quarterly surveys and Policy Council.

Our Pre Budget Submission focuses on the need for multi-annual capital budgets earmarked for specific infrastructure projects, housing delivery, and a cut in enterprise taxation to provide finance to growing and scaling indigenous enterprises. We call on Government to:

  • Cut the rate of Capital Gains Tax (CGT) for disposals of investments in unquoted, actively trading Irish companies from 33% to 20%
  • Assign dedicated multi-annual budgets for Uisce Éireann to commence the Eastern and Midlands Water Supply Project and the Greater Dublin Drainage Scheme in January 2028 and complete the project by 2035
  • Ensure that MetroLink, DART+ schemes, BusConnects, and LUAS extensions to Finglas, Poolbeg, and Bray are fully funded and that timelines for delivery are strictly adhered to
  • Increase funding for schemes such as the Croí Cónaithe Cities Scheme, Project Tosaigh, and the First Home Scheme to ensure that the supply of housing stock rises in line with demand
  • Begin the process of allocating structured multi-annual funding to the early years and childcare sector, with a goal of reducing childcare costs to €200 per child per month by 2030.
