Budget 2027

We are delighted to share our Pre Budget Submission with you. The five asks in the submission were agreed following extensive consultation with members at roundtable discussions, one to one meetings and with information from our quarterly surveys and Policy Council.

Budget 2027

Budget 2027 presents a critical opportunity to address the long-term constraints undermining Dublin and Ireland’s competitiveness.

At a time of growing global uncertainty, Ireland must focus on the factors within its control. Sustained investment in housing, infrastructure, skills and enterprise competitiveness will be essential to safeguarding economic resilience, supporting a growing population and workforce and maintaining Ireland's attractiveness as a place to live, work, invest and do business.

Dublin Chamber's five priority recommendations for Budget 2027 are:

Housing

  • Fund and enable the delivery of at least 30,000 homes per annum in the Greater Dublin Area.
  • Ensure key housing schemes are fully resourced and that the water, energy and public transport infrastructure needed to unlock housing development is delivered in parallel.

Infrastructure

  • Prioritise funding for shovel-ready infrastructure projects such as DART+ South West and West, LUAS Finglas and BusConnects.
  • Accelerate the delivery of the Eastern and Midlands Water Supply Project and the Greater Dublin Drainage Project and continue funding commitments for MetroLink.
  • Ensure delivery bodies and regulators are appropriately resourced to progress critical projects without delay and strengthen the resilience and protection of Ireland's critical infrastructure.

Enterprise and Investment

  • Reduce Capital Gains Tax to 20% for disposals of investments in unquoted, actively trading companies.
  • Enhance the R&D Tax Credit by removing or increasing limits on outsourced R&D activities, simplifying regulations and improving access for SMEs.

Skills and the Labour Market

  • Introduce a National Training Voucher Scheme, funded through the National Training Fund, to support employer-led upskilling and reskilling, alongside targeted measures to increase SME participation in apprenticeships.

The Cost of Doing Business

  • Streamline the tax system to reduce compliance costs, administrative burdens and regulatory complexity for small and medium-sized firms.
