Dublin Chamber are delighted to welcome Garret Doocey, Deputy Secretary General, Department of Housing, Local Government and Heritage with responsibility for the Housing Activation Office and Enda McGuane, Director of Asset Management, Land Development Agency, and invite you to a breakfast discussion on housing supply and affordability in Ireland.
This session will explore the current state of Ireland’s housing market, including the key challenges and barriers to increasing housing delivery and the impact housing affordability is having on businesses, employers, talent attraction and Ireland’s overall economic competitiveness.
In addition, speakers will also share their insights on the policy measures the Government can take to support and increase housing supply, the actions being taken to make zoned and serviced land available for housing, and the key barriers that may be preventing this land from being developed.

Enda McGuane, Director of Asset Management, The Land Development Agency:
Enda McGuane (MBS, FSCSI, FRICS) is a former army officer and highly experienced senior manager and Real Estate professional with over 30 years’ experience across both public and private sectors. He is currently Director of Asset Management at the Land Development Agency, leading the strategic and sustainable management of its national land banks, residential and commercial property portfolios comprising over Euro 2 Billion AUM.
Enda is a dual status Chartered Surveyor practicing in the areas of Planning & Development and Property & Facilities Management, as well as a RICS, registered Red Book valuer. A former officer in the Defence Forces officer, he served with the UN in Lebanon and East Timor. He has also been a Non-Executive Director with ?a variety of Charitable and Professional bodies.
A past President of the Society of Chartered Surveyors Ireland, he sits on ULI Europe’s Affordable Living Council and the Czech Republic’s Housing Investment Advisory Hub’s International Board. In 2025 he received the ATU Alumni Award in Business for leadership and societal contribution.
Garret Doocey, Deputy Secretary General, Department of Housing, Local Government & Heritage:
Garret Doocey is Deputy Secretary General in the Department of Housing, Local Government and Heritage with responsibility for the Housing Activation Office. He was previously Assistant Secretary General in the Department of Transport with responsibility for land transport investment and prior to that held a number of different roles in that Department in the corporate, maritime transport and public transport areas. He started his Civil Service career in the Courts Service, having joined from the private sector. He holds an MSc in Major Programme Management, an MSc in Economic Policy Studies and a MA in Public Management.
