Enabling Commercial Retrofit

Back to Articles

05 October 2023

Commercial buildings play a role in contributing to greenhouse gas emissions. The last few years have witnessed significant transformations within the SME commercial sector. Despite facing financial, technical, knowledge, and behavioural challenges, this sector holds a crucial position in combatting climate change. This is where the ENACT initiative steps in, aiming to help the commercial sector surmount these obstacles and make a positive impact on climate change.

What is ENACT?

ENACT, or Enabling Commercial Retrofit for SMEs, is a three-year initiative with the mission to drive national action on SME commercial building renovation. This program is funded by the SEIA and is led by the Irish Green Building Council, in collaboration with partners such as the University of Galway, Sustainability Works, Dublin Chamber of Commerce, and the Society for Chartered Surveyors of Ireland.

Why is ENACT Needed?

Within the framework of the EU's Green Deal initiative, a commitment has been made to reduce greenhouse gas emissions by at least 55%. Research conducted by the Irish Green Building Council indicates that the building and construction sector is responsible for a staggering 39% of global carbon emissions, with operational emissions (energy used to heat, cool, and light buildings) accounting for 28%.

What is ENACT’s End Goal?

ENACT's aim is for the commercial sector to achieve a B+ Building Energy Rating (BER) for one third of commercial buildings, with a target of retrofitting 37,200 commercial buildings by 2030.
